Let’s start with the memo that changed the game. On July 20, 2026, the Centers for Medicare & Medicaid Services issued updated guidance reaffirming federal protections that ensure residents have both the right to vote and the equal right to decline to participate, free from coercion, improper influence, or unauthorized action.

The Election Integrity Network has a toolkit to help you reach out to nursing homes and provide the information they need to comply with the law and keep their voters safe.
We will release the Texas Toolkit just after the Texas Election Coalition Zoom Call at noon on Wednesday, October 7th. During the call we will discuss the toolkit and best practices for visiting the facilities.
